碩士 / 吳鳳科技大學 / 消防研究所 / 100 / For the past few years, multiple highway accidents involving capsized transport tanks carrying hazardous goods have occurred domestically. Such accidents are likely to lead to leakage of the hazardous substance, fires, and even explosions. After highway transport tank accidents, the current practice is that related domestic businesses and rescuers mostly refer to the material safety data sheets and the Emergency Response Guide for rescue, evacuation, and separation of nearby people to prevent against spread of the accidents and protect the people’s lives and the security of their properties in the first place. This study will apply the ALOHA (Areal Locations of Hazardous Atmospheres) spread software to simulate the capsized accident involving a transport tank carrying styrene that occurred at 58.6 km of Provincial Highway No. 19 in Yunlin County at 06:05 on March 30, 2011. It will stimulate possible hazardous scenarios and consequences and discuss and analyze them and compare the evacuation and scope of separation of nearby people for accidents as suggested in the 2008 Emergency Response Guide. Results of the simulation show that the scope of impacts as a result of styrene differs from that in the Emergency Response Guide. This study also analyzes possible consequences of the styrene accident for reference by related businesses and rescue staff when they establish applicable preventive strategies so that when similar highway transport tank accidents happen in the future, the rescue staff can effectively prevent against hazards and minimize the impacts of the hazards on mankind and the environment by applying the ALOHA spread software.
