碩士 / 國立中正大學 / 戰略暨國際事務研究所 / 101 / Governments around the world to seriously affect social security, human health and the normal development of a variety of national drug-related crimes, particularly in the manufacturing, transportation, drug trafficking and other acts are considered public crimes nations, without exception, to take stringent control measures so as to minimize drug hazard. In this case, the fight against drug trafficking has become a cross-strait issues of common concern to the government.
With the reform and opening up in China, drug crime is starting to spread and grow rapidly, Taiwan and mainland China because of the location close to the ground, by its poison is also very serious. Strait since 1987 to visit the mainland Chinese government to open up, that is, from the early confrontation situation until today harmonious dialogue and extensive exchanges. Because people on both sides the same cultural, ethnic habits, language and customs of the people are similar, resulting in frequent cross-strait interaction situation, derived many security problems, making cross-border crime is increasing.
Strait on April 26, 2009 signed the "cross-strait common fight against crime and mutual legal assistance agreements," cross-strait common fight against drug crime opened a new milestone, although the model has been through such cooperation to obtain concrete results at an early stage, but there many seizing dilemma to be resolved.
This paper will, through an analysis of historical institutionalism theory, first introduced in the joint fight against drug-related crimes on both sides of the historical development and policy changes, followed by cross-border drug crimes on both sides discussed the current status and trends, and for the implementation of the agreement of the problems encountered so far and prevention strategies be reviewed. Finally, research findings and policy recommendations.
