碩士 / 中央警察大學 / 水上警察研究所 / 101 / As an ocean-surrounded, typical island country, Taiwan is in the center of island chain of Western Pacific. It holds the strategic and navigational choke point of Northeast and Southeast Asia. All the economic activities are highly depend on the sea as well as the fishery activities. The maritime traffic is pretty busy around this area. Political issues limited the Taiwan government’s intention about the management of sea in the past, but it turned to be open in recent years. e.g. The promotion of maritime recreational activities, open the coastal restricted area, and the completion of signing Cross-strait Sea Transport Agreement. Furthermore, Taiwan is just in the Subtropical area where typhoons occur very often in the summer. In the winter, under the involvement of Northeast monsoon, the climate is very complicated. With all these factors combined, the number of maritime casualty is rising year by year. According to the statistic of Ministry of Transportatioan and Council of Agriculture, there are 800 incidents of merchant ship and fishery boat per year in this area. The number of loss of life is about 100 per year. In other words, there is one man died in this area every 3 days.
Search and rescue at sea is an important part of national disaster prevention and response. International members take it as a responsibility of every ship on the sea. The SAR authority in Taiwan put a lot of effort on established mechanism and expanded SAR resources step by step, but there is still a lot of things need to be modified and enhanced.
In conclusion, this study is trying to find out the questions and shortages in the SAR mechanism nowadays in Taiwan, through researching and comparing the mechanism in United States, Japan, and People Republic of China. The final goal is to propose concrete advices and suggestions for practical uses.
