Marine casualties often incur loss of human life and damage of assets, and sometime also cause oil spillage to pollute ocean. How to increase maritime safety for preventing the casualties is frequently discussed by International Maritime Organization (IMO) and many countries. Taiwan is not a member of IMO, but within Taiwan waters there are over one hundred merchant ships moving and various size of fishing boats operating every day. For protection of life at sea Taiwan government always enhances management of maritime safety affairs, included the management of marine traffic, inspection of ship certificate, maritime security and search and rescue of maritime casualty . Therefore the current performance in Taiwan related to are analyzed, and some strategies of improvement for the prevention and the rescue of maritime casualty are provided through literature survey and interview in this paper.
