碩士 / 佛光大學 / 公共事務學系 / 101 / In recent years, local governments, in response to local economic development needs, have taken further actions to hold festivals so as to attract tourists, promote local tourism industry, and enhance the satisfaction toward local characteristic marketing of fellow countrymen . In 2000 , Taipei County government held the first round "HO-HAI-YAN Rock Festival” at Fulong beach, and until 2012 it has been held 13 years in a row not only to attract the participation of more than 870,000 people, but to create a nearly 1 billion dollars of sightseeing efficiency and market opportunities, so that "HO-HAI-YAN Rock Festival” has become a registered trademark of Gongliao. The purpose of this study was to investigate the festival to promote the development of local research, and with " event planning effectiveness " and " the effectiveness of local development " used as research tools in this study, the reliability of internal consistency used Cronbach's Alpha test, and the results show that "event planning effectiveness" scale α 0.932 as well as "local development effectiveness" scale α 0.934 holds good reliability of internal consistency. In this study, we adopted the questionnaire survey method toward Gongliao residents as the object, giving out 896 questionnaires, and 788 valid questionnaires were returned 87.9%. By means ofusing SPSS12.0 software to conduct data analysis, the general descriptive statistics, independent sample t test, one-way ANOVA analysis, Scheffes post test, correlation analysis study, the research was supported by the following conclusions: Firstly, different ages, education, occupations and residencies of Gongliao residents may lead to distinctive differences toward the local development effectiveness of ”tourism popularity” . Second, different ages, education, occupations and residencies of Gongliao residents may result in distinctive differences toward local development effectiveness of "local economic growth". Third, different occupations of Gongliao residents may give rise to distinctive differences toward " quality of the local life". Fourth, different levels of education, occupations and residencies of Gongliao residents may lead to distinctive differences toward event planning effectiveness "local identity" degree of recognition. Fifth, different levels of education, occupations, years of service and residencies of Gongliao residents may bring about distinctive differences toward event planning effectiveness "activity participation" degree of recognition. Sixth, event planning effectiveness "local identity" has the highest correlation degree of recognition to local development effectiveness "local economic growth". The results of this study, based on the outcome of the analyses, will submit proposals to related activities performed and the local governments and to the future researchers as well.
