碩士 / 開南大學 / 物流與航運管理學系 / 101 / Since 28th January, 2001, Taiwan government established the Ministry of Coast Guard Administration who is responsible for patrol ports, coastal areas, islands, territorial waters, adjacent areas and exclusive economic zones, and perform investigation of smuggled shipments and drugs, crime and other security issues fled to the border of safeguarding national security.
According to the Ministry of Justice drug crime statistics report, the domestic criminal population continues increased, and age getting lower and lower. These diversified emerging drugs and three, four drugs on campus and the club on circulation in Taiwan. The crimes are unable to produce finished products and raw materials, therefore using a variety of drugs and raw materials are under pass through immigration. In addition, the inbound container is very easy seizing properties caused domestic crime groups exploit the changing way of concealing drugs pass through the container to obtain beneficial interest.
Container smuggling investigation covered a wide spectrum, practical investigation compared to inland container smuggling drug trafficking has great differences. That including references laws, investigating actions and removal methods. Although inbound container bring huge benefits to Taiwan economy, but also encloses potential national security problems which is ignored problem.
In recent three years, the domestic materials in emerging drugs and four drugs were seized in the nation and the drugs number continues to rise, however, three and four drug decriminalization of drugs did not formulate criminal liability under the current situation, the domestic drug trafficking group take advantage of various ways to carry three, four drugs pass through immigration, huge profits in the domestic selling price. The national border control and internal security have a serious impact, and will harm the people mind and body, the national sustainable development is greatly influenced.
This study attempts the case study on Coast Guard investigation through literature and real case to investigate the illegal container smuggling drugs. It can help the reader to understand for container criminal investigation and criminal syndicates to avoid unscrupulous another businesspeople irregularities in the joint occurrence.
