碩士 / 崑山科技大學 / 企業管理研究所 / 101 / The Air Force is a modern and high-tech service, which reflects on its motto “the first-rate airplanes need the first-rate flight talents.” In recent years, the number of flight officers who left the military has gradually risen. The open policy of direct flights across the Taiwan Strait also attracts numerous Air Force flight officers to leave the military and work for private airlines. The lost of flight officers will be a great challenge to the Air Force, impacting its combat capabilities. How to increase flight officers’ work satisfactions and avoid the lost of human capital is an urgent question for the Air Force that needs to be discussed and addressed.
In the qualitative data collection, the researcher, who has been working in the military for more than twenty years, observes and participates personally in the military environment and applies semi-structured in-depth interviews with five experienced pilots who have left or are about to leave the military. By the abovementioned methods, the researcher explores the core issues discussed in this study.
Based on the researcher’s experiences, knowledge, and understanding, the researcher utilizes the hermeneutic principle of the thematic analysis for the study. The results of the study can be categorized into four themes: “increasing welfare, salaries, and work satisfactions”, “leading by examples and creating good environment”, “military spouses’ support and transforming the love for the family to the country”, and “facilitating promotions and focusing on experience sharing”. The study also finds that Air Force flight officers care about the salaries and welfare most, with which are also what they are most unsatisfied. Logistic and maintenance, flight officers’ salaries and welfare, the bonus for continuing to serve, retirement bonus, pension, and flight officers’ medical insurance are items that need to be focused and improved.
In the end of the study, the research concludes that fighter pilots are the frontline fighters for the country. They are also the talents who have received high-cost trainings and education from the country. However, the study finds that due to the mental and physical stress and overtime working, flight officers are not working like the general public’s impression that pilots fly in the blue sky and white clouds with pride. The policy-making units at all levels of the military should come up with effective measures to improve the problems. Even though flight officers have to bear heavy workload, they should be able to feel the improvement of working environment and quality, be rewarded properly and timely, and be given ample opportunities for promotion and education. Then the outstanding flight officers will stay in the military to serve. The study also recommends the flight officers to adjust their stress, rationally recognize their goals and sense of purpose, so that they can make the best decisions for their future.
