The Study on the Management Strategies for the Kaohsiung Port Container Terminal / 高雄港貨櫃碼頭經營策略研究

碩士 / 高苑科技大學 / 經營管理研究所 / 101 / The purpose of this research was to understand the manage problems of Kaohsiung Port Container Terminal, to investigate Kaohsiung Harbor manage system how to respond to the future development of Container Terminal, to analyze the manage strategies for the Kaohsiung Port Container Terminal. It adopted literature review, depth interview, SWOT analysis and case study method. Semi-structured interview was conducted with participants who included the executive of Taiwan International Ports Corporation, Ltd., and Kaohsiung Port, the executive of shipping management, shipping company and scholar.
These research conclusions: The manage problems included the long construction schedule of Kaohsiung Port Intercontinental Container Terminal, large shipping companies few docked, the China limited foreign shipping companies to transport in Taiwan, the slow growth of goods, the Maritime and Port Bureau and the Taiwan International Ports Corporation need running-in, aging staff, customs laws and regulations restrictions, few warehousing and storage facilities, green energy costly.
The manage system respond to the future development included preventing strike clause, setting the public terminal, diversification of operations, attracting business investment, green construction need detailed planning, toward the development of terminal operators and E –Port, reducing the operating costs of companies, proactively understanding the needs of shipping companies, making rectifications in the policy of port administrative affairs, the implementation of incentive and preferential duties, internal communication and innovation, cooperation with research universities.
The manage strategies in the strength included preferential tariff agreement, the equipment update subsidies of terminal industry, container and new shipping route incentive measures, striving for shipping in flexible operations, recruitment and nurture professionals. In the weakness included developing 11 ASEAN countries, China's second tier ports, the port of the East Asia and Southeast Asia routes, establishing the port storage area and free trade zone, accelerating construction of deep-water terminal, improving customs efficiency program and MCC regulations. In the opportunity included using i-Taiwan 12 Projects, enhancing the international visibility through marketing activities, pursuing diversified growth, striving for the equipment assembly industry, linking the hinterland of port area and the processing zones, operating Intercontinental Container Terminal with strategic alliances, coordinating with tourism policy to improve the amount of container. In the threat included avoiding dependence on Mainland China, developing the southward and near-sea routes, implementing incentive and preferential duties to retain large shipping companies, simultaneously operating hub port and feeder port to form the pendulum.
