The Research of PRC''s Policy on Economy and Trade extended to Taiwan in the post ECFA-the case of west economy region of Taiwan Strait / 後ECFA中共對臺經貿政策之研究-以海西區為例

The country moved from planned economy to market economy, from the seashore economy special zones to multi- open systems. Taiwan’s businessmen invested in China via other countries, and the target areas of investment have been changed from the seashore cities to the middle west regions. The investment scope includes traditional, capital intensive, hi-tech as well as service industries. Furthermore, the investment amount has been increasing year by year. The economic activities and trade between both sides have been much closer due to the investment from Taiwan to China and the investment incentives from China to Taiwan.
Since Ma’s administration took office in 2008, the cross-strait relations have been improved into a new stage in the history. ECFA and other agreements have been signed, and the west economy region of Taiwan Strait (west region of strait) has been the focus of China’s national development since 2009. The policy of “first come first serve” and the advantage of the same language and culture with Taiwan will enable the west region of strait to be the new home of Taiwanese investors. The 12th five- year plan of China bears the mission of making a powerful and rich nation. China has developed from a worldwide plant to a worldwide market, and the opportunities and threats extended to Taiwan will be sure to influence the economic activities in Taiwan and the cross-strait relations.
The trends of global trade and regional economy systems are disadvantageous to the development of Taiwan’s corporations. We have to face the change of the production and sales activities moving from Taiwan to China, and define our roles in economic and trade cooperation with China. What are Taiwan’s alternatives?If China’s economy and trade policy to Taiwan becomes more flexible in the post ECFA period, will it highlight the contrast that our China policy is rigid? How does Taiwan give and take between the risks and the benefits? What is the evaluation of Taiwan’s businessmen about west region of strait? This research may reveal the disadvantages of Taiwan’s policy from the opinions of non- governmental units and provide some new points of view through the in-depth interviews. It may be concluded that a more open and pragmatic cross-strait policy for both sides to share benefits and build mutual trust is more helpful for the overall development and security of Taiwan.
