碩士 / 國立政治大學 / 行政管理碩士學程 / 101 / In order to satisfy the community demands, Taoyuan County in 2007 actively expands the new community work models to improve its work capability, expecting to lay a sound foundation for sustainable development of community work, and start to promote the Nnavigational Plans of Flagship Community in Taoyuan County.The basic operation mode is to select and encourage the quality community and neighboring community intending to learn from it to form a learning united community and then jointly carry out the social welfare service with the same topic, so as to facilitate the common wellbeing of united community.
This study attempts to learn whether the community capability construction and social capital accumulation after building up the learning united community can shape a civil society in Taiwan through observation and reflection during the research process. The study is expected to explore how to expand the dimensions like community dialogues, participation encouragement and resources linkage during the community allying process, trying to pave a road of implementing civil society and propose a positive study on united community as a feasible model for community work development.
Finally, three conclusions from the study are drawn, including: 1, the active encouragement and promotion of governments and self-consciousness of community can greatly facilitate the community alliance; 2, the united community is beneficial to the community capability construction and social capital accumulation; 3, it is feasible to develop the vision of implementing civil society by communities. Besides, the study also puts forward ten pieces of suggestions for the community organization, governments and Taoyuan County's Flagship Community Pilot Project, serving as references for practical operation and future policy formulating.
