Dispute of Diaoyutai Island and the East China Sea Peace Initiative / 釣魚台問題與東海和平倡議

碩士 / 國立中興大學 / 國際政治研究所 / 101 / Abstract
The dispute over the Diaoyutai Islands’ sovereignty concerns the regional peace and security of East Asia. To protect our country’s rights and the peace and safety in East Asia by avoiding tensions between Japan, (the People''s Republic of) China, and Taiwan, President Ma proposed the “East China Sea Peace Initiative” on August 5, 2012. He expects the parties to work together under the spirit of the Initiative to make the East China Sea a “Sea of Peace and Cooperation.” This proposal is recognized internationally as a feasible measure to solve the dispute. It should be able to ease the current tensions around the East China Sea and create favorable conditions for regional peace and security.
After 17 years of negotiation, the Japanese government and the Taiwanese government finally reached a “Taiwan-Japan Fisheries Agreement” on April 10th 2013. It has been seen as a concrete result of the East China Sea Peace Ini-tiative. Ever since the Japanese government declared the Diaoyutai Islands as her territory, the Chinese government has escalated air and sea patrols around the Diaoyutai Islands. Confrontations between Chinese and Japanese ships and aircraft erupt repeatedly. But in order to avoid worsening the situation, both sides have exercised restraint up to now. To reduce tensions in East Asia and maintain peace in East China Sea, an advisable strategy is to shelve the sovereignty dispute and suspend the exploitation of the Diaoyutai Islands.
