The Acceptance among the Stakeholders in the Developing Offshore Wind Farm / 開發離岸風力發電廠相關權益關係人之探討

Most of countries have devoted to the development of renewable resource and the ways of how to operate due to the exhaustion of fossil fuel. In Taiwan, high population density and lack of the primary energy resource make energy issues be pay attention. Taiwan is located in monsoon zone and surrounded by ocean, which contributed to the exploitation of the offshore wind power. Therefore it would be able to assist the relative development of green energy industries in the future. However, the developments of the offshore wind energy would cause the conflict among stakeholders. Our concern is to clarify what related agencies involved and the differ stakeholders with differ communication topics, then, quantify the topics. For quantifying difference topics, utilizing the cost benefit analysis in this study.
This study aims on qualitative research to investigate the topics which stakeholders concern. At the same time, this research divided the stakeholders into enterprises, environmental groups, governments and residents due to the analysis of the reasons why disputes occur to stakeholders. According to the data, this study evaluates the level of different relations for differ stakeholders from quantifying every relations. Next, using the quantifying data, this study probes into cause of the conflicts. Finally, this research will integrate the numerical relationship between the level of different stakeholders.
According to the results, that was showed the following. The cost in developing offshore wind energy is too high, whether the enterprises had government subsidies or not, the each unit cost was showed about NTD$7.00/KWh and NTD$7.20/KWh, and the payback period is over the lifetime of the offshore wind farm, 20 years. In connection with rising in electricity prices due to the government subsidies, a change of electricity prices will be going to 1.08%. Because of the green energy, offshore wind farm have the capability of reduction in carbon emissions, air pollution emissions and nukes. Thus, this study evaluates the bringing benefits. Moreover, the rate of replacement on thermal power or nuclear power each is 13.46% or 58.32%, respectively. For the sake of reduction conflicts to residents, a compensation to the residents in the lifetime of offshore wind farm as a result of fisheries damage. In addition, German scientists have discovered that the offshore wind turbine combined the aquaculture, its not only let both get benefits but lower the point of contention between stakeholders. Finally, the corresponding measures are discussed in this paper.
