The Cost-Effectiveness Assessment for the Development of Ocean Current Power Plant in Taiwan / 台灣開發海流發電成本效益之評估

碩士 / 國立成功大學 / 海洋科技與事務研究所 / 101 / Energy has been a critical issue in Taiwan due to high population density and lack of the primary energy resource, fossil fuels. Therefore, developing a renewable and clean energy is a crucial task. Ocean current has a great potential for energy generation. The Kuroshio current flowing through the east coast of Taiwan, which could be a source of energy as it flows quickly and steadily.
As a branch of the North Pacific Ocean current, Kuroshio current passes through eastern Taiwan quickly and steadily due to the westward-enhanced effect. The speed is above 1 m/s on average, the direction of the flow is fixed towards north, and the potential of power generation is more than 30GW. It is obvious that Kuroshio current is a current with great potential for energy production. With effective use of Kuroshio current, residents in Taiwan could benefit from secure, clean and cheaper energy.
This research conducts assessment on the principle, features and current global developments of ocean current energy conversion system, then estimates the amount of energy production in Kuroshio potential area, excludes restricted areas and unavailable areas by Geographic Information System to locate the sites which can be developed in eastern Taiwan. Furthermore an appropriate ocean area for a 30MW power plant is determined. Besides, a comprehensive assessment was performed, including analysis of construction costs, operating costs and net present value, as well as total power generation. Consequent environmental impacts were examined including the quantification of primary productivity and the catch statistics. Implementing action plans were also suggested in case of typhoons. The Cost-Effectiveness Assessment and Environmental Impact Assessment could provide economic and environmental advice for government to drive future development of ocean current energy and for investors to make proper investment
decisions.
