A Study of Optimal Integration of Cargo Transportation Modes - A Case of Transport from Hualien to Northern Taiwan / 貨物運輸最佳運具整合之研究-以花蓮至北部區域為例

碩士 / 國立嘉義大學 / 行銷與運籌研究所 / 101 / Hualien area is rich in natural resources and provides lots of important resources for Taiwan every year, such as cement, gravel, limestone, and marble. In addition, the large outputs of agricultural and livestock productions from the Hualien area are very impressive. Outputs of those goods usually are moved by modes of transportation including road, rail, and sea. Road freight transport by trucks mainly uses Highway No. 9. However, for the reason of road traffic safety, the government rebuilt sections of Suhua highway on Highway No. 9. in 2011 to shift cargo transport from heavy vehicles to rail or sea. The purpose of this study is to analyze important factors in choosing freight transport modes by shippers in the Hualien area and come up with strategies to shift heavy vehicles on the freight routes.
This study uses factor analysis by screening lots of variables to a few factors and then determines the significant factors. The results show that shippers in the Hualien area transport goods to the northern region primarily by highways. This indicates that goods transport by rail and sea have still much to improve .The results of factor analysis show that important variables in choosing highway include: transport accessibility, transport time, safety, handling efficiency, etc. Important variables in choosing railway include: shipping discounts, weather, transport time, etc. Important variables in choosing sea include: transport accessibility, availability of transport network, etc. This study offers suggestions for the government in making policy of intermodal cargo transport.
