Using Quality Function Deployment Method to Explore the High-Frequency Communication Problems of Navy / 以品質機能展開法探討現行海軍高頻通信之問題

碩士 / 國防大學管理學院 / 資訊管理學系 / 101 / Warships must rely on radio communication to achieve Command and Control, Communication, Intelligence, Surveillance and Reconnaissance(C4ISR) capabilities. There are two communication methods for long-distance radio, one is satellite communication and the other is high-frequency (HF) radio communication. HF radio communication, however, will be affected by climate environment, security requirements and some other external influences. Therefore, the navy develops a set of complicated communication procedures, which cost a lot of manpower and resources. The navy now is undergoing organizational reform, and the manpower of communications units is substantially reduced. This paper is trying to find out the priorities of HF solution to keep navy C4ISR capabilities up under manpower cut situation. We will also investigate on simplifying radio communication protocols, changing the system architecture and upgrading communication system to identify the urgent demands to the navy.

This study used two- stages focus group interviews. The interviews are focused on the needed HF communication characteristics and limitations to explore the problems of the HF communications. The results are integrate into the existing protocol, resource and technologies to explore the critical technical requirement items. These items will use Quality Function Deployment (QFD) for assessment analysis. The QFD method calculates the priorities of navy HF communications technology development projects. The top five priorities are: buying new HF communication equipment, sharing regional transmitter, upgrading the machine to automatically receive and transmit, digitalizing communication network, and streamlining communication network.
