Challenges and Opportunities in Sea Power of PRC’s Aircraft Carrier Development / 從中共航母發展論其海權之挑戰與機遇

碩士 / 國防大學 / 戰略研究所 / 101 / Aside from having conflicts of sea territory sovereignty issues with its neighboring countries, the enviable economic achievement of China is a latent variable. How can we say this? The economic development of China is highly reliable on foreign import of raw materials; therefore, if an opposing country disrupts sea routes, China’s economic development will receive a fatal blow. Protecting and expanding their sea sovereignty is a critical factor for China.
The expression of sea power is naval power, and the physical foundation of naval power is a navy fleet. Therefore, if the improved Chinese Navy obtains aircraft carriers and forms a fleet of aircraft carriers, their power will be greatly increased. It is the equivalent of constructing a naval fortress in the ocean to protect their sea sovereignty and control naval strategy. That is why when the U.S. president encounters an international crisis, the first question is always “where is the nearest aircraft carrier”? Due to this we can see that aircraft carriers carry double impact in both military and economic affairs.
Currently China possesses one aircraft carrier that is not yet battle-ready, making it hard to affect current conditions. However, if a fleet of at least 3 aircraft carriers is formed, it will cause a deterrent effect on enemies. Therefore, even though the development of aircraft carriers may lead to territorial tension and spur an arms race, but without aircraft carriers not only is it hard to protect a nation’s sea sovereignty, the communist army may forever be shackled within the first and second island chain. It is evident that China’s development of aircraft carriers not only does away with national humiliation and stands up to the many challenges of protecting and expanding sea power, it also makes up for the previous regrets of missing the opportunity to take initial sea power in the past.
