碩士 / 國立高雄海洋科技大學 / 海事資訊科技研究所 / 101 / This article is written to reflect the illegal fuel trade cases in recent years conducted in our territorial waters by the Substandard Tanker. From the Automatic Identification System （AIS） of the Coast Guard Vessels, related vessels messages were caught for investigating what kind of illegal actions be taken and did judgement in time. To chase the historical actions of the object vessels from the Automatic Identification System（AIS） messages and the Network Data Bank. From the data in vessels historical wakes to analysis the vessels illegal intention and it’s actions. All of above mentioned information will be help to evidence collection. The amendment of not allowed to make berth at any non-international port without permit in the Law of Ships and the law enforcement procedure about illegal fuel trade of Substandard Tankers in the end of 2011. Persons, vessels, cargoes and illegal regions were involved in reduction analysis. Enforcement procedures for the illegal model patterns and the punishment for investigation models were presented.
