碩士 / 國立高雄海洋科技大學 / 漁業生產與管理研究所 / 101 / With two stages of questionnaire surveys, this study made it clear of the point of view of how the industry-government-academy feels about the artificial reefs (ARs) which were set by government. There were 45 items in the first stage’s questionnaire, and only 36 were left by statistical item analysis. Seven hundred and twenty eight questionnaires were mailed back and used to analyze the view point of the industry-government-academy on setting ARs.
The KMO value for the first stage’s questionnaire survey was 0.942 and MSA value was 0.904 for its items, respectively. It indicated that the questionnaire was suitable for factor analysis. Resulted showed that it can be divided into six aspects including:
1. Most people support the management of ARs of the government.
2. Most people are satisfied about service of administrators who are responsible for works of ARs.
3. Most people agree with different types of ARs will bring with different efficiencies of breeding fishery resources in Taiwan.
4. Most people acknowledge and agree with the management of ARs of the government.
5. Most people agree with the official promotion and advertising of ARs.
6. The economic benefit generated after setting the ARs was approved by most people.
The second stage’s hierarchical analysis questionnaire extended the results from the first one. Twenty-five samples were collected from three types of people work in industry, government and the academy. Results, as the followings, combined the six industry-government-academic viewpoints of the rate of important with the index weight of each.
1. The weight for the part of fishery resources’ benefit of ARs was 0.317.
2. The weight for the part of management of ARs was 0.228.
3. The weight for the part of economic benefit generated by ARs was 0.189.
4. The weight for the part of selection for setting ARs was 0.112.
5. The weight for the part of promotion and advertising of ARs was 0.099.
6. The weight for the part of reaching the goal of energy conservation and carbon reduction was 0.056.
In conclusion, the government-industry-university agrees that the most important part is the part of ‘benefit of fishery resources generated by ARs’. In another words, the industry-government-academy believes that the settling up of artificial reefs is to reach the aim of fishery resources' cultivating, which is one of the efficient way to foster the fishery resources.
