resources has marine and coastal biological cause habitat loss, marine biodiversity and biological resources along with rapid decrease, most countries in the world consider that marine protected area (MPA) is one of
the best tools to protect marine biological resources. This paper is built on three (political, legal, and social) institutional for reviewing the institutional arrangement of MPA management in three East Asian countries. Secondly, some Institutional information related to ocean and coastal management of
Taiwan was reviewed with questionnaire on the institutional arrangement of MPA management in Taiwan. Finally, the author made a comparison on the arrangement of MPA management among Taiwan and the three abovementioned East Asian countries. States have different laws to regulate a variety of marine protected areas, marine-related laws and regulations in Taiwan does not provide coordination and integration between the
mechanisms, and is currently being carried out in Taiwan Coastal Law formulation, although now there are a variety of marine protected areas laws exist, management effectiveness is still not well. In political, through the Japan Fisheries Cooperatives MPA management system, it could solve the Taiwan in support of MPAs support operations and deficiencies of monitoring system. Taiwan will set up a Ocean Affairs Council (OAC) to
coordinate the various departments and levels of government, if want to integrate the various departments rank may not be enough. Whether China,Korea and Japan to promote top-down and bottom-up method of ocean
governance, especially how to promote businesses, fishermen, popular participation and support for the management of MPAs in order to protect our marine environment and resources.
