The Impact of Military Refining NCO System to Sergeants - Example of the Southern Marine Corps in Taiwan - / 國軍精進士官制度對基層士官之影響 -以南部陸戰隊為例-

碩士 / 國立中山大學 / 高階公共政策碩士班 / 101 / The sergeant are shouldering the heavy responsibility of experience inheriting and interact with the command executors offorcegrassroots. In study of improving the military''s combat power, non-commissioned officers of the military play important roles. Military''smainpower is at the grassroots level, and the backbone of the grassroots is in the noncommissioned officers; in order to keepmilitary’scombat power, enabling the refining process from the non-commissioned officer is necessary.
Startingfrom1992 ,“Refing NCO System”, which is expected to develop the sergeant system, to adjust the structure of non-commissioned officer, to improve the education system and treatment, etc…We interviewed some sergeantsin south Taiwan inour research, proposing some subjects,which will influence sergeants effectively after refining NCO system,as the topics in interview; and then we can acquire data, analizing them with 3 processes: the depth interviews, personal experience and data analysis.Thus, investigating what factors might have directly affected the grassroots non-commissioned officers is the main issuein this study.
With investigating related works and the experience in my job, we propose 4 hypothetical factors: business content, work environment, directly under the leadership of layer subordinates relations and welfare; We interviewed the sergeants who are the samples in this study with the 4 issues, summarizing information about the concrete results of “Refining NCO System,” which we got from the sergeants through interviews. At last, we proposed some suggestion to improve the plan of “Refining NCO System,”hoping that we could make sergeants’ situation better.
