A Study on the Management and Economical Development of Yacht Industry in Taiwan / 適合臺灣遊艇經濟發展管理研究

碩士 / 國立中山大學 / 海洋事務研究所 / 101 / Taiwan’s yacht manufacturing industry is well known and ranked at the top ten in the world. Compared to this, Taiwan’s yacht activities is minuscule to its large blooming yacht manufacturing industry. The reason of low flourishing yacht activities are attributed to the impacts of the old martial law era’s boycott policy, complicate custom regulations, bad marine meteorological, and the lack of marina. Furthermore, the relevant governmental legal, norms and management system have contributed to the unsound setup including registration, safety inspection as well as unreasonable inbound and outbound procedure. The present study is initiated to assess the development of Taiwan yacht industries with regard to the following aspects: 1) the regulations and policies, with focus mainly to explore the ship’s law relevant to the provisions and defined suitability of yacht: 2) the berthing port and surrounding installations or services, by collecting, analyzing and investigating the advantages and disadvantages of the various ports status and the impact of the ports that are still under the future planning: 3) industrial development, by surveying and searching the history perspectives and current situation of Taiwan''s yacht industry and providing detailed analysis on the yacht manufacturer marketing mold as well as the future vision of the industry.

Comprehensive analysis on the results from the depth interviews with manufacturers, government officials, and academic scholars showed that: 1) the current yacht harbors are in bad locations, but many fishing port on a good place should be recommended to transform to yacht port. 2) The major issue for breaking through the current situation of yacht manufacturing industry in Taiwan is the industrial upgrade. These include a need to provide a completed manufacturer area with high technological factory consisting of a nearby waterfront. This will help to increase the production capacity. Thus, the completion of Southern Stars Luxury Yacht building Park is a matter of paramount importance. 3) Respondents agreed that the government must implement an incentives policy to stimulate the yacht domestic market as well to attract international yacht enthusiasts. 4) The amendment for a sound legislation should be speeded up concurrently with international standards, while meeting streamline and convenient administration about yacht registration, inspection and registration.

The present study through the methods of comprehensive literature search, depth interviews and international case analysis concluded that: 1) the current problems consist of the lack of expertise and professionals to participate in the relevant government departments or authorities. 2) Taiwan''s yacht industry development is suffered from losing the momentum with insufficient government supports. Yacht manufacturing industry may also face the major threat in the future from China. China has rapidly layout plans in yacht industry by amalgamating the foreign yacht manufacturing company including its technology from international companies. 3) The unsound regulatory system and policy has causing yachters inconvenience and unable to link internationally. (4) Marina’s facilities and operation category are inadequate and parochial.

In summary, the present work provides the following suggestions: 1) government and management authorities should actively to cultivate talent expertise that is familiar with the industries, as well the favorable policy development of yacht tourism. 2) In dealing with the problem of China competition and the threat to the yacht industry in the future, the government should have a better plan to create or establish the dominant yacht industrial park with completed hard and soft facilities. These must avoid the previous difficulties issues such as the ineffective or failure use of small yacht ports. 3) The yacht manufacturer must establish its own involvement in the direct sales channels, while the yacht factory transits itself into OBM. 4) In the future, the relevant industry managers, government officials and academic scholars should be invited to involvement in the amendment of the yacht special chapter and implementation details, and to develop a detailed and integrated management. 5) Marina’s location and operation should focus on the business opportunities from the surrounding marina by including the promotion of private and community participation. 6) Establishment of marine water quality monitoring system and the green port to assure the sustainable use of the marine environment.
