Study of Information Security in Semi-Open Network: Case Study of Marine Container Vessel / 半開放式網路環境資訊安全之研究-以海運貨櫃輪為例

碩士 / 國立中山大學 / 資訊管理學系研究所 / 101 / Maritime industry is an important industry of national economy, which is an indispensable strategic services industry to Taiwan (R.O.C). Maritime industry has a large contribution of national economy and responsible for about 90 percent of the goods transportation every year. Although maritime industry is important to Taiwan, but there are also several structural problems. Such as: crew recruitment is a difficult job, some crews lack of marine skill and experience, and most Taiwan maritime companies have too many foreign crews. Base on above situation, those structural problems will make the vessel information system hard to implement, design and operation. And, crew management will also be a managerial headache. More risky is that mis-operation will harm the navigation safety and computer information security.
The study is focus on threat of computer information security of marine company, a part of maritime non-traditional security. The maritime traditional security is SSBC: Sinking, Stranding, Burning, Collision. Non-traditional security includes: pirate, computer crime, smuggle, maritime terrorism, and ocean pollution.
Maritime industry has a great improvement of vessel design and automation device integration in recent year. Intelligent navigation is a coming trend of maritime industry. More vessel-related components link to vessel information system for having a well-management of all running components. At the same time, computer information security becomes more critical to vessel information system. Once the hacker, computer virus, or malware attacks the vessel information system, it will cause huge loss to ship owner and unestimated damage to ocean. For example, hackers hijack the navigation system and control the vessel sail to a worst storm or make the vessel becomes a terrorist attacks to port and harbour.
Information security is a new threat to vessel. Information security protects vessel against the potential information security threat. Marine company should pay more attention to this and enhance the information security in vessel side. The security threat will never end, it always there unless marine company have strong enough protection to reduce the impact of the information security threat.
