碩士 / 國立臺灣海洋大學 / 河海工程學系 / 101 / Based on the simulation of wind power distribution in Taiwan, which is conducted by the office of green energy of Industrial Technology Research Institute (ITRI), the western coast of Taiwan and the offshore islands (i.e. Penghu, Lanyu, etc.) have considerable wind power resources. The annual average wind speed and wind density are mostly above 5~6m/s and 250W/m2, proving the potential of offshore wind power development in Taiwan. However, the widget for setting up offshore wind turbines is complex, and so far, no development of offshore wind power plants’ constructing specifications can be used for reference. Therefore, to improve the construction and management of domestic offshore wind power energy, and to conduct the operating procedures, this research collect relevant documents and actual cases abroad to analyze and compare.
The offshore marine engineering specifications of wind power construction, the research collects and analyzes, include the information of history, current market conditions, fleet, equipment data, gap of supply chain, and plan for building strategy. Then, integrate the information in accordance of the security management and administrative work, transportation planning, construction techniques and inspection of materials and regulations. Through the sort of oversea offshore marine engineering specifications of wind power construction and the integration of related specifications for Taiwan special environment, the research provides a reference for the following offshore wind energy construction.
