Social impact assessment of Taiwan’s offshore wind power development / 臺灣地區離岸風力發電開發之社會衝擊評估

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 101 / For keeping up with the international trend of promoting sustainable development, the usage of green energy and sustainable development, has become the attitude of caring for the earth and human responsibility. Following the development of energy technologies and techniques, offshore wind energy becomes one of the mainstreams of renewable energy in international development recently. Taiwan also starts planning and developing offshore wind power. The development of offshore wind power for Taiwan is a new challenge. The government created policies in order to decrease the reliance on imported energy and environmental pollution generated by energy and to improve economy situation by recruiting offshore wind power technology and industry. In the mutual development of economy and environmental protection, the social impact and shock is a key point for sustainability development of offshore wind power. This study will focus on the social sustainability assessment.
For establishing a framework for the assessment of social sustainability, this study discusses different methods of assessing society by literature review. The core of this study is called "the social impact of integration strategy platform (Strategic Social Composite Impact, SSCI)", and the concept of its complete structure is followed. After organizing the complete set of indicators, we screen the indicator sets and use the Rough Sets Theory (RST) to get the representative indices which will be filtered by stakeholder. After that, we use the Social Construction of Technology (SOCT) to obtain the suitable index. Finally, we finish designing the social impact assessment (total in 14) by creating five principles, and establish the suitable social sustainability assessment framework for Taiwan.
For the way of measuring indicators, we collect data, send questionnaires to obtain indicator information and use input-output analysis to estimate the opportunities of creating job in the future. After collecting the indicator measurement information, we assess and organize the indicators. This study choose " industry, government , academia ," and other professional organizations in the field as an evaluation object. We use Analytic Network Process (ANP) to redo the survey of index weight while apply Dempster-Shafer evidence theory (DST) to design the measurement information in the questionnaire to obtain the performance of indicators utility. Finally, the method of social assessment is applied to combine the index weight and utility degree and get the assessment results of SSCI Index then integrate them.
This study establishes a suitable sustainability assessment framework for Taiwan in a progressive way and combines with offshore wind. We hope the social impact and shock generated by the development of offshore wind power can be fully understood by the results of this study. Meanwhile, the social aspect can also be fully assessed, and thus incorporated the concept into sustainable development. Therefore, while promoting sustainable development in Taiwan, the environmental, economic and social aspects can be completely evaluated and analyzed as well, so the performance of the sustainable development can be improved and there is a strategy of promoting offshore wind development for government as a reference to enhance the effectiveness of the social sustainable development.
