An Economic Evaluation of Ecosystem Service on Ilan Fishery Resource Conservation Zones / 宜蘭漁業資源保育區生態系統服務之經濟效益評估

碩士 / 國立臺灣海洋大學 / 海洋事務與資源管理研究所 / 101 / Marine ecosystem provide several services directly or indirectly affects human being welfare, including food provision, weather reconciliation, biodiversity, recreation and education benefit to human being. However, those services are non-market goods and not easy to assess, which lead to ignore their importance and over use. It is worth to face that human demand for natural ecosystems rapid than before, these changes make great crisis and pressure for nature ecosystem. The coastal areas are sensitive mostly, nature goods decline are not only represent human rights decline simultaneously, but also coastal environment tend to non- restore. Thus, this study select Touching and Suao fishery resource conservation zones as cases studies. Non-market value assess-Contingent Valuation Method (CVM) is applied to build a simulation market. Interview and questionnaire are conducted to understand respondent s’ perception for marine ecosystem service. We adopted Factor Analysis (FA) to extract ecosystem service cognition factors. Moreover, we evaluated fishery resource conservation zones’ economic value of marine ecosystem services from WTP. Emprical results indicated supporting services is the most important marine ecosystem service function, second is providing services. Ecosystem service cognition can be divided into four major factors, including ecological and educational function, the providing service function, and regulating service function and diving recreation function, which focus on ecological and educational function accounted for the largest proportion. Socio-economic backgrounds are significant different with perception and WTP of ecosystem service. The Touching and Suao respondents’ average WTP is NT1,862/year and NT 1,021/year respect, total ecosystem services values in Ilan fishery resource conservation zones are at least about NT 6.3 million/year. Finally, this study provides suggestions, including; Government agencies need to adopt ecosystem service concept, invested in efficiency management measures; Considering to reserve or abolish the fishery resource conservation zones to achieve the designation effect; Through Ilan government and local communities to composite self-government team to solve the local government understaffed; Evaluation of ecosystem service value should be a long-term environmental monitoring to figure out the location ecosystem services function. Although the evaluation of ecosystem service is not quantified accurately, the empirical results still provide information for policy decision makers.
