碩士 / 國立臺灣海洋大學 / 海洋事務與資源管理研究所 / 101 / In recent years, fishing communities encountered several problems in Keelung, include fishery value deceasing, aged labor forces, working opportunity lacked and fishery resources degradation, lead to fishing community faced economic development problems. Therefore, main purpose of this study is to solve problems of fishing community development and discuss to plan on industrial innovation strategy. Field observations and in-depth interviews to systematize problems and build up an analysis framework, analytic hierarchy process (AHP) had also adapted to estimate weigh of each strategy. Empirical results indicated local residents and industrial operators have consensus on resource conservation and sustainable utility, others items are averaged; each strategies are averaged from government officers when making policy; experts and scholars have high consensus on resource conservation and sustainable utility, while value innovation and marketing secondary. All groups have highly consensus on resource conservation and sustainable utility, that show they are most important issues when economic development and industrial innovation in fishing communities of Keelung. In addition, different groups have various viewpoints and some common consensus on innovation strategy planning, this could be important reference when make decision, and develope bottom-up strategies, for marketing, products improvement, value-added, branding and etc.. Besides, top-down strategies are taken by government, enhancing partnership between communities and government to upgrade industry and value added. Furthermore, based on our findings, fishing communities need to integrate coastal recreation resources, culture and creative industry, ocean technology to achieve innovation goals. In future, Keelung fishery communities could play a key role to develop Keelung 「Ocean Specific Zone」
