A feasibility study of the transition from fishery conservation measures to marine protected areas in Taiwan / 臺灣漁業保育措施轉型為海洋保護區之可行性研究

碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 101 / In the first part of this study, the author analyzes the requirements for developing and planning marine protected areas. The second part of the study focuses on assessing the possibility of transforming fishery protection measures to MPAs. In the last part of the study, the author provides concrete suggestions to transform existing measures to be in line with international marine protection practices. Results of this study can be summarized as follows:
a. Establishing marine protected areas is internationally recognized as an important measure in preserving the multitude of marine organisms and their sustainable use. FAO requires that each country must reserve ten percent of their water territory as marine protected areas by the year 2020, emphasizing that marine protected areas are the most effective resource management measure in carrying out responsible fisheries.
b. A marine protected area must meet the following requirements:
1) The area must be selected scientifically so that effective preservation of key habitats for target species or the relative fragile stage of their life cycle can be protected.
2) The area is planned under comprehensive management measures, and such measures must be carried out accordingly.
3) The area must undergo long-term monitoring and research, and must also undergo periodic review and assessment.
4) The public should be encouraged to participate in the preservation of the area, and that all policy-making must be transparent.
c. There are many problems in transforming existing fishery resource measures in Taiwan to marine protected areas. These include establishing scientific findings, planning and selecting the protected areas, reliable management and enforcement, effective assessment, and the lack of funding.
d. It is imperative that planning and management-monitoring mechanisms for marine protected areas be established in Taiwan. These mechanisms are necessary for immediate access to the dynamics of protected species and their ecological environment. Surveys on sustainable ecological environment of protected areas must also be conducted, so that fundamental databases could be set up and negotiation mechanism for public involvement could be institutionalized.
