碩士 / 國立臺灣海洋大學 / 商船學系所 / 101 / The global terrestrial resources have been gradually scarce, for the marine countries, based on the preservation of the marine environment and ecology, the ocean policy is going to adjust for using extensively marine resources and functions. Taiwan is surrounded by the sea with rich marine resources, and how to grasp the advantages of its rich marine resources for developing a unique marine industry will be the most important issue. Actually, in the past, in Taiwan, marine education was not been concerned, although in 2007, ‘Marine Education Policy White Paper’ has been announced, in 2008, ’96-100 marine education action plan’ has been presented, and in 2012, ‘101-105 marine education action plan’ also has been presented for determining the objectives and strategies of Taiwan marine education, however, in each school level is still overlapped and confused for entirely matching the needs of the marine industries.
This research is mainly based on the field study for understanding the curriculum design and teaching equipments on Fisheries Division in National Kinmen Agricultural and Industrial Vocational Senior High School. Hence, the main problems of the marine education are (1) difficulties in school enrollment, (2) limitations of teachers' professional development and (3) small-scale fisheries industry, and furthermore, the coping strategies will be (1) enhance ocean knowledge and fisheries industry identity, (2) expand recruitment for attracting excellent professional teachers and (3) engage in vocational training for establishing the professional licensing units.
