A Study of High Speed RO/RO Passenger/Cargo Craft Operational Efficiency in Cross Taiwan Strait. / 海峽兩岸高速客貨RO/RO(駛上/駛下)船舶營運效益之研究

At the end of 2008,Taiwan and China signed the "cross-strait direct shipping agreement", that allowed direct shipping between seventy harbors, The agreement suggests a new opportunity to open cross-strait direct shipping that has been closed for 60 years. In view of direct cross-strait flights over the past four years, the market has become increasingly robust, has formed a regional maritime passenger Haixi Economic Zone, the goods for both markets demand, and expect to reach the other side of day trips convenience, the rapidly expanding cross-strait exchanges and international competitiveness.

Mainstream market of ship container vessels, cargo ships and cruise ships (Miscellaneous) mainly a speed of 18 to 25 knots, the ship in response to the era of high oil prices and reduce the cost of each voyage ship massing made more greater turn around time so that the operation of more and more slowly, more and more complex and transit procedures, but is to increase the effectiveness of long-range international routes. But for 140 to 800 nautical miles short, medium-range routes for crossing Taiwan Strait, that will reduce the period of performance. Therefore the optimal ship for Taiwan Strait routes should be the high-speed ship that's speed could be from 30 to 40 knots, can carry both passenger and cargo with Roll-On/Roll-Off (RO/RO) operation will take complementary stable growth, in the meantime it can increase the add value of domestic green channel products. Therefore high-speed maritime logistics networks can be a complementary service to the existing logistics networks, and it can create a new situation in the logistics market.


The study focuses on exploring new thinking of shipping services. In view of the current oversupply situation of container and bulk shipping at cross-strait market and additional passenger transport services in the short-distance routes, four high speed RO/RO vessels at Taiwan Strait have been chosen to make a comparative analysis of the operation of this special regional routes, as well as the impact on the overall shipping market and future developments are discussed.

In this study, the overall economic benefits of trimaran high-speed passenger and cargo RO/RO ferry, collect and compile numerical comparative analysis of actual, draw three conclusions as follows.

(1) the design route for the high-speed ferry the maximum sailing time 4 hours, the average speed of 35 knots, and distance between two ports is no more than 150 nm that will be the optimal planned route.

(2) the combination of cross-strait shipping company joint operation, there are at least two or more vessels, is formed as the high-speed train network over seas; fixed departure time is the rule to follow, so the maintenance of the principle of maximum operating freight, and with the free trade port area harbor linkage, will accelerate the sea and air transport (operation of air and sea) policy.

(3) although the operation of the high-speed passenger and cargo RO/RO ship is a highly capital intensive industry, but the current cross-strait passenger and freight business high-speed ship RO/RO ship industry is still in the state of deficiency, through professional ship selection, sophisticated capital calculation, cautious team operation, can be three years to create a capital industry.
