A Study on Working Vessel’s Navigational Safety in Keelung Harbour / 基隆港內航行安全之研究--以港勤船為例

碩士 / 國立臺灣海洋大學 / 商船學系所 / 101 / On 2012 July 23rd, a CPC Corporation oil barge vessel had a collision in Keelung Port Taiwan, thus causing tremendous damage to the port environment and operations. In recent years, there haven’t many studies regarding the safety of working vessels in Keelung Port. Although Keelung Port has annually safety drills regarding anti-terrorism and oil spilling pollution preventions.But the drills still don’t prevent collisions from happening.

Included this study should be noted Peregrine ship in Keelung Harbor navigational safety matters and the Keelung Harbor area sailing the increasing number of visual dead ends, radar blind spot, sheltered area. These giant ship parked in the corner area of radar blind shelterarea. Operating a busy harbor service boat often caused by harbor service boat visual the blind area including the W23 berthing area is the ship berthed in the W24 corner shelter the W25/26 berthing area will be berthing ships in W24 corner sheltera and the W18 relythe parking area will be ship berthed in the W19 corner shelter. The W17 berthing area will be berthing ships shadowing in W19 corner.The W06 to W12 berthing area will be berthed in the W14 and W06 corner ship shadowing. The W04/W03 berthing area will be berthing on shipping in W06 corner. Obscured these corner region due to the busy harbor service operations, visual corner of the ship, the impact of weather and the negligence of drivers often cause the safety of navigation of the ship in the harbor. The other inner harbor boat illegal operations, equipmentpoor physical , mental condition of the lack of navigational instruments and the sailing personnel are the biggest worry for the safety of navigation in the inner harbor.

This study investigated the the safety of navigation in the harbor and harbor VTC service, boat mechanical security check and the sailing instrument equipment safety elevate in the inner harbor. The ship sailed to enhance training, skills enhancement and the sailor psychological conditions understood are very important measure to enhance the safety of sailing in the inner harbor. The acquisition or construction of related facilities and equipment have sufficient information to do to meet the demand for planning reference and oil barge collision after oil pollution treatment staff reference.
