The sea transportation can’t be replaced by other transportations due to its superiorities, including low costs, great quantities and wide range. With a rapid development of the international marine shipping, the crime at the sea has emerged in an endless stream. The most serious problems are the pirate attack and a legal case of heist for marine order and navigating security. In view of this, it is an urgent matter of the moment to make international organizations, governments, shipping carrier and crew to face up to the seriousness of the issue and offer solutions accordingly.
One of the ways to ensure crew members not to succumb to pirates is to build the trust for them in the shipping industry and shipping company. Having the appropriate anti-piracy training, the crew will increase capability in responding and observation, which also establish trust and mutual understanding. When suffering the crisis, the crew will show the interdependent spirit and try to save each other to resolve the crisis. There is an old saying that goes, “Good craftsmanship depends on use of the right tools.” This is important to plan full protection equipment and good network communication on the ship's hardware and software facilities. In addition, doing to adjust and consider whether on the voyage planning and charter party or not.
Therefore, this research will focus on exploring the piracy on the major route and high risk area. By analyzing the factors of the piracy based on the situation, this research will draw up the pragmatic object to provide the training course for the seaman. We should enhance software and hardware facilities of the ship to establish the mental state of the seaman to face the pirate, and to strengthen capability to protect human life, ship and cargo.
During the process of this research on anti-piracy issue, I initially referred the information from IMB. Moreover, I analyze all kinds of conditions, references and cases over the world, drawing them up to enhance the awareness of anti-piracy. To conduct the questionnaire everywhere, collect the data and adapt GRA, I explore different solutions to deal with dagerous suffering and piracy. There are four key factors to ponder: ship security officer conditions, ship-owner/operator conditions, armed company and the staff conditions, other related conditions. I hope to understand relevance, explore protective measures to enhance the efficiency of ship operator, strengthen SOP of the ship security plans in order to reduce the risk of piracy and the operating costs.
