碩士 / 國立臺東大學 / 資訊管理學系碩士班 / 101 / Eastern Taiwan is by the Pacific Ocean. Its sea area is between the continent edge and the oceanic curst. The landform of the bottom of the ocean is steep and special; besides, its coastal width is very narrow, these lead to the various kinds of species in the eastern ocean of Taiwan.
Ocean, is the mother of the earth, which nurtures the human kind and provide us sufficient nutrition. When the ocean resources are used up because of the man-made reasons, instead of differentiating who owns which ocean area, people should not only do our best to preserve the resources but also make the resources sustainable for the next generation. We should all together face the problems with a wide mind. There is an example, the fishermen in Taitung FuSan have participated themselves in the community and have taken the initiative of establishing an organization to exchange different opinions. From integrating the internal property of the organization to seeking for the external resources which mediate the ocean area problems, they have reached a common consensus with the help of the experts, and all together, they have made a huge effort of preserving the ocean resources and have turned the traditional property into something new and developing by this bottom-up process.
This research aims to protect FuSan fishery resources area, by using the related information. The information analysis refers to Hungerford and Peyton(1976)…. Which differentiates FuSan fishery resources protection area into certain types: “local residents”, “specialists”, “media”, “government”, “environmental campaigners” etc. Moreover, it concludes the 63th action of Fusan Fishery Resources Protection Area into six environmental actions: “persuasion”, “political action”, “legal action”, “education guidance”, “marine ecology management”, “marine ecology research”. With some cases and evidences, these six actions….
Local residents in Taitung Fusan volunteer for preserving the ocean area has successfully arisen the preservation in local area. According to the case of FuSan fishery resources preservation, the key figures of self actoins of environnment, successfully set up local eco protection, to influence the people around by the knowledge of the ocean and hardwork for the past years, focus on the work of eco protection of the ocean, and still working on eco protection.the experiences of the eco protection of FuSan fishery resources area has come up with four types of experiencers, the first one is the building of the skill for the local fishermen, second,
set up the ways towards cooperation, third, to set up a local eco protection, fourth, clearly arrange the use and transformation of the fishing villages into tourisim. By interviewing and investigating, we found that this protection area did not use any economical tempting to talk to the villagers. So this type of experiences can be an example for any other actions of eco protecions.
