The Possibility of Confidence Building in Maritime Non-traditional Security on Cross-Strait / 兩岸在海上非傳統安全領域之信心建立措施可能性研究

碩士 / 國防大學政治作戰學院 / 政治研究所 / 101 / During the Post Cold War and the coming globalization, transnational crimies, international terrorists, economic and environmental public health, these non- traditional securities have drawn more attentionbefores aroud worldwide more than ever before. On the other hand, the economic prosperity of Asian Pacific areas has magnified the subtle importance of those marine non-traditional threats. Our maritime country R.O.C. and the Mainlad China begin to take non-traditional security seriously. Furthermore, it brings about the chances of confidence-building measures in order to low dowm mutual conflicts as well as the regional instability. This research aims at discussing the influences of non-traditional securities on our country and how we respone to them, as well as analyzing the marine confidence-building measures between the cross-Strait and offer policy suggestions lastly.
This research has found that marine non-traditional crimies (illegal immigrants, smuggling, pirate attacks, and terrorism), environmental issues, and sea disaster have remained the influence on economic and social levels. About the responding strategies on marine crimies, we enhance examining and patrolling competence, and to cooperate with international forces. About the responding strategies on environmental restrictions, we make legislatve system. About the responding strategies on sea disaster, we enhance our rapid responsibility, and build up a complete marine database of fatalities.
As for the marine confidence-building measures between the cross-Strait, have still focused on “communicative approach”. It explicates the non-political and non-military natures. Therefore, striking pirates, enforcing anti-terrorism, and dealing with environmental restrictions have not yet met with a well-rounded system of negotiation.In order to make our confidence-building measures upon marine non-
traditional threats deepened and widened, we are to handle technical issues firstly, such as negotiation system, agreement and other conflicts on regulations or communication. The middle-range target is to aim at marine cooperations towards deeper and wider issues. Finally, the long-turn target will put aside political and military arguments, via the setup of non-traditional security mechanism towards traditional security mechanism about the confidence-building measures, in order to create mutual trust and maintain the regional peace security. We should adopt constructive cooperative relationship to progressively eliminate the current opposing positions so that a win-win situation can eventually be achieved.
