A study of gender management problem of female military staff joining warship unit / 女性軍職人員加入艦艇單位服務所產生性別管理問題之探討

碩士 / 世新大學 / 行政管理學研究所(含博、碩專班) / 101 / Affected by the concepts and current trends of “gender equality” and “gender mainstreaming” in the international society, the image of the female is no longer traditionally weak and delicate. Moreover, the stipulation of “gender equality in employment act” provides equal opportunity for the male and the female to compete in workplace as long as they are competent. In military, with the progress of the time, the cognition of female role, the change in values, the application of human resources as well as the transformation of war patterns , the traditional view of gender role have undergone gradual changes It is proved that as long as they are willing to take part in the training, the traditional differences between the male and the female can be significantly reduced. Besides, the females are characterized by carefulness and patience, which are necessary in the battle field and and its importance can not be neglected.
It is estimated that the All-volunteer Military System will be carried out in Taiwan in 2015. The relative number of female military staff will increase with each passing year, and it is an irresistible trend that they will join the combat forces. As for the naval warship unit that belongs to combat forces, though there are female officers and soldiers hold important posts in a few warships, they only account for a small proportion of the total population of female military staff. Hence, after studying on the above mentioned issues, researchers found out that the proportion of female military staff serving on warships is quite low due to the gender management problems resulted from limitations on the females joining warship units. As a result, the female human resources can not be effectively utilized.
After the focus interview and in-depth interview with experts and scholars, the important conclusions are drawn as follows:
1.When the navy stipulates or amends the act on new warships, gender impact assessment should be constantly pushed forward and concepts like gender equality should be included so as to design the living and working environment in accordance with the gender equality.
2.The implementation of “gender equality in employment act” can not only regulate issues like employment, welfare, benefits and management of the male and the female, but also serves as a tool to upgrade the traditional values in society and promote the gender equality in employment.
3.Officers are often affected by the traditional views and will consider the female’s physiological and psychological limitations As a result, females are overprotected and unfair restrictions are generated in the male and female’s works.
4.This study made the following proposals: 1. encourage the navy to constantly push forward the policy of domestic construction of warships and replacing the old by new; 2. continue to advocate the related education on “gender equality”; 3. build a living and working environment with gender harmony.
