The Impact of Financial Crisis on Structural Unemployment / 金融海嘯對結構性失業之影響

碩士 / 南台科技大學 / 人力資源管理研究所 / 101 / After the financial crisis in 2008, global economy faced the severe recession and which increase the national wide unemployment rate of Taiwan. However, the essential issue is to identify various types of unemployment before solving the cruel problem. This study investigated the variation of structural unemployment of Taiwan during the financial crisis period, and identified the key factors relevant to structural unemployment accordingly.
This study utilized the data of Labor Forces Utilization Surveys from 2007 to 2010 published by National Statistical Bureau, and used Gordon Index to measure the development of structural unemployment. Based on the literature review, we chosen six variables, such as sex, age, education level, industry type, organization scale, and occupation type, to analyze the relevance between variables and structural unemployment and hope we could recognize the formation of structural unemployment.
Logistic regression was applied to analysis the relevance between factors and structural unemployment from year of 2007 through 2010. With macroscopic analysis, we found that the formation of structural unemployment have a significant correlation with gender, educational level, industrial type, organizational scale and occupation types of unemployed during the long period of 2007 to 2010. In addition, with the microscopic analysis, we found that the formation of structural unemployment have a significant correlation with education level, organization size and occupation types of unemployed in 2007 and 2010. However, in the 2008 (i.e., the occurrence of financial crisis), the emergence of structural unemployment is strongly related with education level, organization size and occupation type. In the aftermath of financial crisis, the year 2009, age and organization size are the only two variables correlated with structural unemployment. According to the results of this study, we notice that each variable would cause various impacts to structural unemployment across different temporal period. Therefore, it is important to study the impact of various factors to the occurrences of structural unemployment before making appropriate policies and practical decision for solving the unemployment problem.
