In this research, it focuses on the trading patterns of encouraging private enterprises investing and developing in cooperation if government cannot balance the priority under financial resource and economic construction. It takes successful collaborations between Sun Link Sea and Government in many years as case to analyze.
The case study method is applied in this research. In terms of transaction cost, the cooperation project between Sun Link Sea and Government will be divided into three stages to have a systematic organization and an analysis based on the contract, development record, depth interview and academic research. For those countries and governments who do not have sufficient capital but want to promote tourism industry will be able to cooperate with excellent private enterprises to attain the maximum benefits with limited society resources.
The result shows that, assessing humanity and environmental factors if they exist at the same time to ensure market failure will not occur in terms of collaboration. Furthermore, both sides need to sign faultless contract to avoid the dominance of one party generating lockup and distrust problems. As long as both sides possess a perfect contract, have a great trading atmosphere and interact with legal and fair attitude, it is a great chance to reach long-term cooperation.
