The Difference of Adopting AEO and ISO 28000 in International Logistics Service Providers – A Case of D Corporation / 國際物流運輸服務業導入AEO與ISO 28000雙認證的效益-以D企業為例

The members of supply chains are expanded to the worldwide as a global network. Since the 911 attacks in U.S., there are more strict controls of people and goods transportation to ensure the homeland security. Not only U.S. but also other countries start to raise a high level of border protection and transportation security. The supply chain management becomes the first line of defense against unknown attacks for each country.
To keep smooth economic activities among countries and regions from security threats, World Customs Organization built up Framework of standards to secure and facilitate global trade, abbr. WCO SAFE. Customs set up the rules of Authorized Economic Operator, abbr. AEO, as a risk management standard to enhance global trade security and convenience. Through the agreements on customs cooperation and mutual assistance among countries, the trade security and convenience could be applied to other countries. International Organization for Standardization, abbr. ISO, developed and announced ISO 28000 standard to meet the needs of world trade security for all kind of industries. All industry could implement ISO 28000 to meet AEO standard via an international standard to evaluate risks in the supply chain and proceed to reduce the possibilities of risks occurring.
In the case of D corporation, which was the first global logistics service provider to implement and obtain AEO and ISO 28000 certificates at the same time in Taiwan, we found that D corporation reduced and improved the high risk factors via risks identification by applying AEO and ISO 28000. Besides the benefit of supply chain security enhancement as we mentioned before, D corporation also enjoyed faster customs clearance in trade facilitation than before when they had not obtained AEO and ISO 28000 certificates.
Hope the global logistics service providers in Taiwan can get a clear picture of AEO and ISO 28000 systems and their execution effectiveness via the research. The research can be served as a supply chain security management implements reference.
