The Study of Public Sector Recruitment and Its Related Factors—the Case Study of Coast Guard Volunteer Miliary Officers &; Soldiers / 公部門人才招募相關因素之探討-以海岸巡防機關專業軍官及志願士兵為例

碩士 / 元智大學 / 管理碩士在職專班 / 101 / To effectively and efficiently conduct the marine affairs, the Coast Guard Administration (C.G.A.) was established. The C.G.A. was composed of the Coast Guard Command (formerly under the Ministry of Defence), the Marine Police Bureau (formerly under the National Police Administration, Ministry of Interior) and transfer of several cutters from the Taiwan Directorate General of Customs, Ministry of Finance. The personnel of the C.G.A. is made up of police officers, military officers, enlisted and volunteer soliders, military conscripts, civillians and appointed employees. The rights and responsibilities of each type of personnel are regulated and managed under each’s relevant laws and regulations. Among those members, military officers, enlisted and volunteer soliders are the major sources of the C.G.A. recruitment. Two of their main missions are maritime law enforcement and safeguarding of maritime soverignity. So far, the issue that the C.G.A. faces is to recuit more members to conduct multiple missions. Hence, the managers should carefully consider and evaluate the promotion of recruitment.
Before 2007, military officers, enlisted and volunteer soliders were outsource recruited and trained by the MOD. However, without providing correct and sufficient recuitment information, the results of recruitment is getting worse every year, which leads to the shortage of C.G.A. manpower and has impact on the conduction of missions.
In this research, the influences of motives of joining volunteer military service, the image of agency, the sources and accesses of recruitment information on the results of recruiting C.G. A. military officers and volunteer soliders will be examined. The subjects of this research are all the C.G.A. military officers and volunteer soliders, among which 420 are picked ramdomly and asked to respond to a questionnaire survey. The descriptive statistical analysis is utilized to analyze the influences of personal background, motives of joining volunteer military service, the image of agency, the sources and accesses of recruitment information on the results of recruiting.
