Study on Flexible Deployment of Coastal Patrol Authority Manpower – Case Study of Northern Coastal Patrol Office / 海巡機關人力運用彈性化可行性之研究-以北部地區巡防局為例

碩士 / 元智大學 / 管理碩士在職專班 / 101 / The harsh international environment and the recent global financial crisis suggest the importance of a country’s competitiveness. The poor performance of government often comes from “rigid government organization” and “lack of flexibility in civil service system.” For the latter, the Civil Service System Reform Plan of the Examination Yuan established a medium-term goal of “healthy government system of contracted manpower.” The idea is to develop a sound system of contracted manpower in addition to the regular civil service system based on current employed and contracted staff.
The current manpower of Coast Guard Administration (CGA) consists of military personnel, police force and civil service due to existing requirements. However, the works of CGA are highly specialized. The implementation of volunteer military service adds a budget cap on the number of staff members and there is the pressure from decreasing manpower expense budgets.All of these factors make the flexible deployment of manpower a desperate issue to be dealt with. The study was intended to investigate the theories of manpower flexibility, analyze the flexible deployment of manpower by government agencies of other countries and suggest a feasible solution for the flexible manpower of CGA on the dimension of “healthy government system of contracted manpower.”
Qualitative research methodology was adopted in this study. “Literature review” and “in-depth interview” were introduced to investigate the literatures in the study of flexible manpower deployment and its practices. The Northern Coastal Patrol Office of CGA was selected as the subject of study to find out a mechanism of flexible manpower deployment. The Office’s manpower system was found to be overly rigid. Therefore, part of manpower flexibility practice was in place and supports were provided for employment of contracted manpower. In addition it is suggested to conduct a functional job analysis, establish a strategic practice of flexible manpower deployment, develop a system of public recruitment, give the executives the power of employment and return to the basis of contracted employment in order to establish a sound auditing and assessment system.
