A study on the Taiwan homeland security of Coast Guard anti-terrorism energy / 海上恐怖主義與我國反恐機制之探討

碩士 / 國立中正大學 / 戰略暨國際事務研究所 / 102 / In recent years, the Taiwan government in "911 Terrorist Attacks", the order to take some of the mechanisms to prevent terrorism threats, but these mechanisms are not fully developed, it must go through scholars, in order to effectively control the threat of terrorism. Therefore, this study discuss the maritime counter-terrorism capacity on the Coast Guard that it not only understands the definition of terrorism, current status and threats, but also wishes to review Taiwan's antiterrorism policy.
By the study to found, the proposed Taiwan should first do handled with the United States to maintain a close and friendly relationship with China to maintain peace. The development of terrorism threat of various countries. The other hand, to strengthen antiterrorism intelligence warning function, strengthens the integration of intelligence and reporting. Taiwan's antiterrorism legislation as soon as possible, make critical infrastructure. Continuing with the United States the antiterrorism cooperation, and actively plays a humanitarian role.
Induction of this study found the following: (1) Taiwan's current antiterrorism system has not been complete, up to the Government actively building. (2) Taiwan should be more added emphasis on non-traditional security threats. (3) Terrorism to countries threatened to expand. (4) Terrorism without uniform standards will hinder the international antiterrorism cooperation.
