Performance Evaluation of the Once Per Week Duty Program-A Case Study in Haishan Precinct, New Taipei Police Department / 一週一勤務制度之實施成效分析-以新北市政府警察局海山分局為例

碩士 / 中華大學 / 工業管理學系碩士班 / 102 / The Haishan Precinct, New Taipei Police Department, had promoted a new service system for the period from January 21 to July 20, 2013. This study compared the difference in term of work loading, satisfaction and performance of policemen before and after implementing new service system. The study selected the service planning, application and colleague reaction such appointed variables among them for study and conducted a survey. Statistical analysis including reliability and validity test, frequency analysis, Bartlett Test of Sphericity, factor analysis, factor dimension, and one way ANOVA were performed. The advantages and disadvantages of various public security works during the trial period were also discussed.
A Survey was performed to discuss the relationship between the development of office and field works and service conditions and satisfaction for the new and old system. The results show that present works by shifts indirectly condense the sleep and rest time of polices causing heavy physical burden. Meanwhile, the new duty system allows polices take rest for consecutive 12 hours after the shift, which was highly valued by the polices under the new system. The new service system is recommended for heavy duty police stations in urban areas and focus on police in swing shift. The police force dispatch in jurisdiction was also evaluated to develop new police service system gradually as to avoid negative reaction of polices on duty toward new service system due to the big gap. In addition to providing suggestions for police units, the duty arrangement under new system is also available for the references of following researchers.
