With the growing development of the world trade system, in order to comply with the international shipping trend , enhance the competitiveness of Taiwan around the world , promote the country's economic development and actively push the global logistics plan ahead, the planning of Free Trade Zone is extremely important. Taichung Harbor FTZ has been operating satisfactorily ,which has been ranking to the highest place among all the free port's harbors. It demonstrates the fact that Taichung harbor is able to have the strong competitive. However, it is especially important to promote the worldwide competitiveness of Taichung Harbor since the contention among the countries is in the white-hot stage.
In this research, the preliminary assessment is to establish a hierarchical structure through the literature review and the collection of related information , which would be combined with the interviews came from experts in maritime industry ,so the evaluation hierarchical structure would be finely constructed. Then, the questionnaire survey given away through the advanced experts and scholars who are relevant to the production in maritime industry, government and academia is the major methodology to the research .The strategic development of Taichung Harbor Free Trade Zone is going to be discussed by the questionnaire results that has done in advance. In addition, the using of PRAHP as a research tool analyzes and calculates the weight and the ranking. The results show that the weights ranking order in the overall assessment listed " the integration of domestic free port, bonded logistics and taxes protection areas as a single economic zones" as the top , " establish an inter-ministerial coordination mechanism", "strives to join the Free Trade Agreement organization" , "actively expand the direct shipping between cross-strait" ,"deregulate the FTA district which is applied to labor outsourcing maintenance and processed commodity inspection" come afterwards. The highest weight on the dimension of hierarchical structure goes to the " actively promote the trade liberalization policies ",which is connected to the government 's execution.
