The research was conducted with the data collected and information gathered from an underground sewerage construction project currently in progress in the Tsao-tung area, Nantou, Taiwan. The study was carried out with emphases placed on job supervision on all sub-contractors by the project owner government agencies in the aspects of 3-phase quality control system regarding all engineering works in both design and construction phases. With the use of “pipe –jacking method” along with 7 entry shafts and sections at selected locations throughout the project area, on-site check list, field investigation data and nature of problems encountered were recorded and accumulated as the construction proceeds, with which to serve accordingly for project scheduling management and budget appropriation. The research also includes study of choosing construction equipment, construction method and process tactics, and personnel training for all subcontractors with respect to the “pipe-jacking method” with considerations of the field topography and geological suitability at the project sites.
There was no major safety accident occurred during the construction, however, 3 fatal accidents from similar sewerage project with the same construction method were discussed as a reference to investigate the construction safety issues and to provide accident prevention advices and safety hazard mitigation measure for the studied project where gravel layers were commonly encountered during the pipe jacking proceeding process. It is also concluded that special and consistent precaution are essential throughout the project to assure the safety of the workers and pipe-jacking equipments as well. Results of the study are helpful and can be used as an important reference for other similar underground sewerage construction with “pipe-jacking method” in gravelly geological sites in central Taiwan.
