The Development Strategy of Mass Transit in Taichung City with the Theory of Mechanism Design. / 機制設計理論應用於臺中市大眾運輸發展策略之研究

碩士 / 逢甲大學 / 運輸科技與管理學系 / 102 / The overuse of private vehicles has induced serious problems, such as road congestion, air pollution, and noise pollution, in many metropolitans. To reduce the negative impacts and ensure the sustainability of transportation systems, increasing mass transit usage has become an important issue for the authority. However, the development of mass transit systems could cause unavoidable impacts and constraints on private vehicle users. To achieve the most benefits for both private and public sectors, the authority must think comprehensively about various transportation alternatives and take users’ opinions into consideration. In addition, an integrated decision-making process is essential for developing transportation policies. This research applies mechanism design theory, which has been widely employed in economic field, to develop a method for analyzing public policies and the policy-making procedure.
This study adopts Taichung City as a case study, and the transportation policy in this city can be roughly separated in three stages. The authority starts with improving bus transportation services, and continuously develops BRT and MRT systems as middle- and long-term goals. The findings of this study demonstrate that asymmetric information and other factors could influence the effectiveness of policy execution, and many policies cannot be achieved through single strategy. Moreover, the prescription of policies and fast-changing market environment might also disturb policy execution.
To establish feasible policies, effective resource allocation ought to be achieved through minimum information cost and competitive market mechanism. The authority’s objective is to design incentive compatible and interest compatible policies. Through continuous adjustment, the policies made according to different conditions in terms of locality, time, and persons involved could be the most likely to succeed. This study aims to identify the cause and effects of policy-making procedure and policy execution, and to verify the feasibility of adopting economic theory to mass transit policies. Right policies are able to raise the operating efficiency of transportation systems and reshape transportation environment.
