Effect of Harbor Development and Thermal Discharge Management on Dispersion Characteristics in Taichung Harbor / 港型發展與抽排管理對台中港 水質擴散之影響

碩士 / 逢甲大學 / 環境工程與科學學系 / 102 / In recent years, the Taichung Harbor Bureau was proposing a feasibility study on the outer-harbor development in Taichung Harbor, and got a final report in 2011. However, the report focuses only on the shipping requirement, but without considering the impact on water environment. Since Taichung Harbor is now in a long, narrow and semi-enclosed form and is not easy for pollutant to disperse. If the outer-harbor were constructed, the water pollution problems might become more serious.
In this study, various supporting programs are proposed for different harbor development types and discharge management programs in Taichung Harbor. A two-dimensional numerical model was constructed to simulate the pollution dispersion in Taichung Harbor in case of an accidental leakage of chemicals occurred in the northern part, or in the southern part of the harbor. Successive analysis were proceeded to evaluate the dispersing power by the index of water quality evaluation (IT), which comprise the index of average concentration, the index of highest concentration and the index of residence time.
The results showed that, if Taichung Harbor remains its original form, discharge management program A is better for the northern pollution case, while program B reduced the effect; In case the southern part were contaminated, non of the program A and B are useful. On the other hand, when an opening in the southern port (Port Type I) and the outer-port combined with the southern opening (Port Type III) were concerned, program A is preferred if the contaminant occurred in the northern part of the harbor; But if the leakage occurred in the southern part of the harbor, it is better to choose program B. For the outer-harbor (Port Type II), regardless of the position where the pollution occurred, program B can be chosen to achieve a better effect.
It is recommended that this model could be utilized to pre-examine the dispersing ability of the harbor development program before its implementation. It is an important reference on decision making for the port authorities.
