探討基隆與新北市在海洋觀光產業合作之可行性

Natural resources, including energy, minerals, foods, water, and area for leisure, are the basis of 21st century human society. To many developed countries, the ocean is a powerful resources for economic and social development. This research discusses the cooperative feasibility of Keelung City and New Taipei City. The reason why using SWOT and Strategy Portfolio Analysis to support self-transformation is because Keelung City is eager to promote tourism these years. Keelung City has potential development because of bountiful marine resources. Although the size of cultural heritage and the fort batteries is not big, this city is full of history and humanistic flatus. Except for the cultural heritage, the City Authority also invests efforts in planning and developing marine tourism, such as Bisha Fishing Harbor transferred into tourist harbor, cruises, etc.
In terms of developing marine tourism in Keelung City, we must unite relevant public sectors to establish an inter-city strategic alliance for tourism. We have to have the spirit of the inter-city cooperation especially for promoting marine tourism and cruises in North Coast, breaking the boundary of management accountability through planned communication and negotiation. The idea of establishing a strategic alliance for tourism in North Coast with New Taipei City is to break region limit and inter-city competition. Besides, this study, using the analysis result, supports Keelung City to codevelop marine tourism with New Taipei City and brings up a viewpoint of holding an Intertional Marine Exposition to build a marine tourism corridor. One of the advantages of Keelung City is that we have abundant marine resources and plentiful fish production. We can not only raise prestige of Keelung City but also increase added value of fish production if we combine tourism with festivals. For example, we will have naval vessels, fishing boats, yachts in the harbor by holding an Intertional Marine Exposition. In addition to admiring ancient fishing boats, we can invite world famous luxury yachts to march into the harbor. We build a marine tourist park in order to reach the goal of developing Keelung City. Accompanying regular exhibitions in National Museum of Marine Science &; Technology, we can offer different marine tourist experiences and this will attract people coming in streams. Marine Science and Technology and cultural industries will be blended to promote marine tourism and city development by building a fishery cultural and educational park along the coastline of Badouzih and Hoping Island.
