碩士 / 佛光大學 / 公共事務學系 / 102 / Over the past few years, the Yilan County Government has put much effort in public affairs and adopted measures with enforcement in order to reach the goals they set up before. It is true, however, after going through political and social developments, administrative department now is facing the problems of environmental reform which include enhancing environmental protection, social fairness, economic development, and resource distribution. Because hot spring is consider as one of common –pool resources, and self interest is rational behavior for each individual, this may cause some problems such as irrational behaviors. What is more, it may create public resource deterioration. Jiaoxi hot spring is one of the few hot spring spot which located in ground. There are hundreds of hot spring business in Jiaoxi, and also thousands of local residents. A lot of large buildings for local citizens, fishery, and agriculture can be used by different kinds of users. To maintain hot spring quality and development in Jiaoxi, this research will discuss the feature of sharing public resources, the user society and the theories to find out the possibilities to run the Jiaoxi hot spring for private and public. Furthermore, the strategies can protect water resources sustainability along with economic development in order to provide some data for later discussion.
