A Study on Cross-Strait Customs Cooperation Agreement / 海峽兩岸海關合作協議之研究

碩士 / 開南大學 / 物流與航運管理學系 / 102 / The mainland China has already become the biggest trading partner of Taiwan because the rapid growing of cross-strait economic trade relations.China is the largest market of export trade, the greatest trade surplus source and the second largest import source. Compared with other countries, the investment in China of Taiwan is the largest. To resolve cross-strait clearance procedures, Customs clearance efficiency, and preventing smuggling and other behavioral problems, it is necessary to refer to international customs cooperation practices and consider the special needs of cross-strait trade, customs cooperation agreement and signed by the two sides.
Economic Cooperation Framework Agreement (ECFA) trade in goods early harvest list has begun at January 1, 2011. 2012 started as many as 94.5% of the early harvest products reduce tariffs to zero. To further facilitate the conduct of cross-strait trade in goods, expand the benefits of ECFA early harvest and subsequent trade in goods agreement. Both sides actively promote cross-strait negotiation and signing of the Customs Cooperation Agreement in accordance with the provisions of Article 6 of the ECFA. Customs cooperation agreement of the two sides will implement mutual recognition of Authorized Economic Operator. Customs regulated the implementation of the use of radio frequency identification (RFID) technology. Strengthen exchanges and cooperation with the customs administration in the Customs Bonded. In order to help companies reduce operating costs, Customs Cooperation Agreement establishing contact mechanism, helping companies deal with tariff classification, tax estimates and issuing certificates of origin and other customs issues. Investigating smuggling-related cooperation and technical exchanges, preventing smuggling of illegal goods, maintenance, taxes and border security.
In order to improve the quality of the flow of goods and reduce thedrawbacks of custom clearance, cross-strait customs cooperationshould pay attention to the following points: to speed up the signing of mutual recognition of AEO,actively promote the use of radio frequency identification (RFID) technology on cross-strait of the cross-border container regulation,strictly in accordance with the requirements of the import and export of goods to be labeled origin label,customs to be more cautious in issuing certificates of origin.As China is the world's factory, Goods manufactured in this country has a strong competitive advantage. By signing this agreement for the two sides Taiwan and China, to create a fair trade environment is an important issue in current's research.
