Financial and risk assessment of BOT project-A case study of Yanshui sewerage system / BOT計畫之財務可行性及風險評估分析-台南市鹽水污水下水道建設之個案分析

碩士 / 國立高雄應用科技大學 / 金融資訊研究所 / 102 / The construction of wastewater sewerage system not only is helpful to the improvement of the living environment of the civilian, but also is helpful to the enhancement of national competitiveness, therefore, government has kept investing money in the related construction. However, the financial deficit of the government has kept deteriorating in recent years, hence, in order to release from short term financial stress, the government has tried aggressively to use BOT way to promote the construction of wastewater sewerage system in Taiwan, not only to introduce private capital into the construction, but also to introduce the innovation, technology and management efficiency from the private enterprises.
In this study, the construction of “Wastewater sewerage system for Yanshui of Tainan City” is taken as example, and it is hoped that through major risk analysis, financial feasibility analysis and sensitivity analysis of the case under study, the key factors for the success of the construction of wastewater sewerage system using BOT method can be investigated and understood. In the risk aspect, corresponding management actions are proposed to reduce engineering uncertainty and to reduce the risk of the investment plan. In the finance aspect, the feasibility is assessed through indexes such as net present value, internal rate of return, self-liquidation rate, debt service coverage ratio and interest protection multiple. In engineering aspect, through the use of sensitivity analysis, it is known that the seizing of construction cost is the key to the rate of return of this project.
