It encourages common cooperation among the various communities to expand the scope of community. In order to integrate resources of communities, promote community-based services, create sustainable community development. However, the implementation of plan not only need central government to join, but also the participation of local governments, Non-profit organizations, businesses, communities, community residents and other partners . Therefore, this research from the approach of partnerships, through literature, theory and case study, adopt five dimensions of partnership: mandates, structure, resource, activities, impact to measure The Flagship Welfare Community Project in Nantou city. Try to analyze the features of this project and the actual implementation of this project through In-depth interviews with five dimensions, as well as the mutual influence of five dimensions of partnership.
According to the research result, five dimensions of partnership in this project have mutual connection during operation. Because of motivation of partners and project preparation fit in the scope of mandates that influence the structure and resource of partnership; structure of the partnership, owing to the participants that effect resource allocation, and then seeking other resource return to influence the structure of the partnership. Both the two dimensions thereby affecting the partnership activities (program decision, coordination, problem solving and difficulties).At last, leading to the impact of partnerships, participants affected by the partnership may stop the partnership temporarily or continue the partnership to attract other communities and partners, open the next cycle of partnership.
